Approach

Power first.
Then the site.

A developable site is the scarce asset. Land matters, and land is not the first gate. The gates have to line up before an owner can take an investment decision.

  1. Power

    First gate

    A parcel without a credible electrical path is not a data centre site. Connection, capacity, contestability and programme sit ahead of the land price.

  2. Fibre

    Resilience + connectivity

    Route diversity, latency to the metros that matter, and lead time. A carrier in the street is not the same as a resilient design.

  3. Land

    Control + suitability

    Title, tenure, access, ground conditions and hazards, and whether the land can be held through to an investment decision. Land is necessary. It is not the first gate.

  4. Water / cooling

    Design basis

    Source, discharge, climate and the cooling strategy have to be chosen before a cost plan means anything.

  5. Approvals

    Path to consent

    Zoning starts the question. The test is whether consent can be obtained on a programme the owner can price.

  6. Community

    Licence to proceed

    Neighbours, councils, Traditional Owners where they have a say, and the public interest in power and water. This sits on the programme, not beside it.

  7. Delivery

    Cost + programme

    Scope, procurement route, long-lead equipment, and the risks that have to be retired, allocated or priced before FID.

  8. FID

    Capital decision

    The owner’s decision. The work to that point is to put a defined project in front of it. EPC and construction follow commitment.

    Originate

    Identify the corridor. Test power, fibre and utilities. See whether a site can be controlled, and whether it is worth taking further.

  2. 02

    Develop

    Run grid connection, planning and approvals, design, government, community, cost and programme as one development.

  3. 03

    Ready for FID

    Scope defined. Approvals in hand or far enough along. Utility path understood. Cost and programme developed. Risks retired, allocated or priced.

  4. 04

    EPC / construction

    The owner decides whether to commit capital. Construction delivery takes over.
